Chapter 9 - The Legal Proceedings and Protective Custody

While the criminal trial closed the book on Michael Carter’s reign of terror, the civil and family court proceedings required an equally meticulous approach to ensure Emma and Olivia’s long-term safety and stability.

With both parents legally removed from the picture—their mother resting in peace and their father buried beneath a mountain of life sentences—the family court appointed a specialized guardian ad litem to oversee the girls' transition into protective custody.

Detective Vance and I attended the final family court hearing in late April.

The hearing room was quiet, lit by soft afternoon light filtering through tall arched windows. Sitting at the plaintiff’s table were Martha and Thomas Hayes—the retired pediatric nurse and her husband who had been approved as the girls' permanent foster-adoptive parents.

Emma and Olivia sat between them, wearing bright yellow spring dresses, drawing pictures with colored pencils on a legal pad.

When Judge Sterling entered the chambers, everyone rose.

“We are here today to finalize the permanent guardianship and protective placement of Emma and Olivia Carter,” Judge Sterling announced, adjusting his reading glasses. “Given the extraordinary circumstances of their rescue and the complete termination of parental rights, this court is granting unconditional, permanent placement to the Hayes family, with comprehensive medical, psychological, and educational provisions fully funded by state and federal victim assistance programs.”

The judge smiled gently toward the girls.

“Furthermore, the court notes the exemplary actions of Officer Daniel Reed and Detective Sarah Vance, whose swift intervention saved these children from irreparable harm.”

Martha Hayes reached out, taking both Emma and Olivia’s hands in hers. A bright, radiant smile broke across Olivia’s face—a smile that reached all the way to her eyes, carrying no trace of the shadows that had once haunted them.

After the gavel officially closed the proceedings, the Hayes family walked out into the courthouse corridor, stopping to meet Vance and me near the arched windows.

“We wanted to thank you both,” Martha Hayes said, her eyes shining with unshed tears of gratitude. “The girls talk about you every single day. Officer Reed, Emma told me yesterday that you’re the strongest knight she’s ever met.”

I felt a lump rise in my throat. I knelt down beside Emma and Olivia, pulling two small toy badges from my pocket and placing them in their hands.

“Knights need to look out for each other,” I said softly. “And you two are the bravest knights I know.”
