Chapter 3 - The Dawn of the Federal Inspection

By 7:00 AM, the cold morning rain had cleared, leaving behind a heavy, gray mist that clung to the asphalt of Westbridge like a shroud.
At the Westbridge Police Department, the shift change was underway. Officers walked into the bull pen holding cardboard cups of lukewarm coffee, laughing and swapping gossip about weekend plans, entirely unaware that the ground beneath their feet was about to give way.
Then, four unmarked black Chevy Suburbans turned sharply into the precinct’s restricted parking lot.
Doors opened in unison. Twelve federal investigators and state corruption prosecutors stepped out, their dark winter coats snapping in the cold morning wind, bearing federal credentials clearly displayed on their lapels.
At the front desk, the same rookie officer who had stared at the floor hours earlier dropped his coffee cup. It shattered against the linoleum, splashing dark liquid across his boots.
“FBI and State Attorney General’s Special Investigations Unit!” shouted Senior Agent Vance, striding through the front glass doors with an air of absolute authority. “Nobody moves! Nobody touches a phone, a keyboard, or a filing cabinet! Secure all exits!”
Panic erupted instantly.
“Wait, you can’t do this without a warrant—” shouted a desk sergeant, instinctively reaching for the master terminal to clear the local database.
“Step away from the terminal, Sergeant!” a federal marshal barked, drawing his TASER and pointing it squarely at the officer's chest. “Any attempt to tamper with digital evidence constitutes an immediate federal felony. Hands where I can see them!”
Inside his private office on the second floor, Captain Thomas Landry was pouring a fresh cup of coffee when the heavy oak door was violently shoved open.
Marcus Thorne walked in, followed by two armed state troopers.
Landry’s face drained of color. He slammed the ceramic mug down onto his desk, coffee sloshing over the rim. “What the hell is the meaning of this?! Who authorized you to enter my precinct without notification? I am the commanding officer here!”
Marcus didn’t even blink. He dropped a thick portfolio onto Landry’s desk, letting it slide across the polished wood until it hit the captain's coffee cup.
“You were the commanding officer here, Captain Landry,” Marcus said, his voice clipped and venomous. “As of 7:15 AM, by order of the State Attorney General’s Office, you are formally suspended from duty pending a comprehensive criminal investigation into civil rights violations, evidence tampering, official oppression, and accessory to aggravated assault.”
Landry laughed nervously, though his eyes darted frantically toward his wall safe. “This is insane! A domestic disturbance occurred last night involving a mentally unstable individual—”
“A domestic disturbance that your niece, Brooke Vance, initiated by striking a sixty-three-year-old woman with a baseball bat,” Marcus interrupted, leaning forward over the desk until his face was inches from Landry’s. “And which you covered up by unlawfully detaining the victim, coercing false statements, and intentionally disabling departmental body-worn cameras.”

Landry froze. The color drained entirely from his face. “How... how do you know about the cameras?”
“Because,” Marcus said with a cold, devastating smile, “the confidential integrity inspection scheduled for next week? It started six hours early. And your department just flunked every single test.”
